Why HMGP timing matters for buyers

State rebate programs do not run continuously. They open application windows when a new HMGP cycle is funded. If you start a project between cycles, no rebate is available even if your shelter would otherwise qualify. Watch the state emergency management agency for open enrollment notices.

Typical HMGP-funded rebate structure

• Reimbursement of 75% of the shelter cost
• Per-household cap (typically $2,000 to $3,000)
• Requires FEMA P-320 documentation
• Lottery or first-come-first-served selection
• Reimbursement only (homeowner pays first)
