How SoonerSafe works
- Open enrollment window opens (varies by HMGP cycle)
- Homeowners register online during the window
- Lottery selection draws applicants
- Selected applicants install a P-320 safe room and submit receipts
- Reimbursement check issued after final inspection
Common reasons for denial
- Shelter installed before lottery selection (not eligible retroactively)
- Documentation does not reference P-320 (ICC 500 alone is not enough)
- Installer is not on Oklahoma's approved list
- Receipts incomplete or not in homeowner's name
